What, I think, Vikash Sharma meant by 'provide sufficient data' is this:
1] Do you have any specific problem/reason why this aspect came up now-assuming your company has been in operation since at least a few years?
2] Why the focus ONLY on entry level employees? Does it mean the experienced employees are sufficiently motivated?
3] What are the steps that have already been taken @ your end so far, and the results thereof?
The more details you give, the better will be the focus & advice of the seniors. And just because I mentioned 3 points above doesn't mean you need to answer ONLY them--pl feel free to give other details too which could be helpful to give you suggestions.

you can motivate the employees by giving positives feedback for the works, encouraging them to take initiatives...
As you mentioned the work is under oracle and istore areas, there is surely bright scope for them rite, so you can let them know that they are on the right track for the bright future...
if there ideas are welcome and get the positive feedback means the satisfaction at the end of the day will lead them to work effectively.
if they well like broken not interested to takeup anything means, let them know that your work is actually needed and highly required for management. also you hv bright scope for that over here and everywhere.

Some of the suggestions I can give you are:
a) Launch their career with a nice induction program.
b) Excite them in their work - because of a nice place for them to work -
on front end technology - having great opportunities for learning and
dev elopment.
c) Encourage them to come back to you on any issues of concern.
d) Arrange for a nice on-the-job training too. The freshers should feel
free to clarify any doubts without any reservation whatsoever.
e) In the work place, ensure they are treated with utmost courtesy and

These are some of the suggestions I would give you which will help the employees to contribute their very best, not withstanding the low level of remuneration.
