I think a standard increment letter can be given to the employee. If any specific terms and conditions have changed since the joining of Employee, he may be asked to sign a amendment letter to his original appointment letter. Most of the companies, simply announce the new HR policies over the Intranet or Email from time to time and that is acceptable as industry practice.
