Dear Mr. Singha
Regarding Morning in timing it is Discipline to come in correct or before the working hours commence.
Regarding Evening out timing it is the staff's Dedication and involvement in work.
If you link both it will be as like drink and drive clubbed together.
The staff has to complete the task allotted to them and then they can go to home on completion of stipulated work hours.

I appreciate for the comment and I agree too but partly. I didn't mean that there should not be any policy on incoming and outgoing timings rather I was telling the strictness.
Imagine for a sales guy who works till 9pm most of the time .....that is more than 3 hrs of his actual working hr.....if we council him for 10 mins late..... what would be his moral....... sometimes certain flexibilities do motivate employee to contribute more...... but it should be under control as I said before.
I have seen some companies which mark absent to employees if they come 20min late from log-in time. Such strictness may not advisable to sales/marketing oriented companies at least.....

I am telling mainly for office and factory based staff and not for marketing and sales people who are disposing the hopeless product of the company with lot much struggle.
For them we need not to put these all rules, even we can give some relaxation like incentive and exgratia.

Late coming should be penalised monetorily then only this habit can go. If a staff comes late for 10 minutes, he should be charged penalty for 30 minutes i.e. total 40 minute should be counted as late and a fine should be levied as per his earnings per minute. because each minute cost the Company. Such funds gathered, should be utilized for Staff Welfare by the Management. In one of my group companies this policy was implimented and 98% staff out of 125 Office staff became regular.

Boss 2966 you rightly said such rules should not be for sales & marketing staff. They spend more than working hours in convincing the customers with the products you said...

Instead of negative (threatening) motivation, Why can't we try it by positive motivation. Monthly keep a gift (the worth part you decide with your management) for regular timely attendance and dedicated extended work hour adopters. (for worker level)

It's a common trend but I strongly recommend 15 minutes grace period and then count lates. First talk to ur employees about importance of time and take action if somebody is repeating it regulary so that others will set right.

On a lighter side:
  • You want to formalize Early Going & Late Coming and for that you are making Policy ?? Haa Haa Haa !!! Please check and recheck with your bosses and management before taking any further steps.
  • Do you need to make any Policy for allowing Early Going & Late Coming ?? Simply tear off earlier policy/circular about Office Timing.
  • In case you have placed any Notice about Office Timing on Notice Board, just remove it.
  • Do not take any action against those who are either Late or Go Early.
  • In case any boss complains about his subordinates Early Going or Late Coming, simply ask him to shut up.
  • I am sure everybody in your organization will voluntarily follow practice of Late Coming & Early Going and will ease your workload of time keeping.
