Dear Rajesh,
Please search the web for getting a good grasp of theories of motivation. Once you have done that, sit and reflect on what sort of people work in the office of a a healthcare institution. Also, consider whether the type of staff is the same whether the organisation is a private one or government controlled.
Then write what you think is the right response and then seek help in polishing your answer.
Also, please state what you do and why you are seeking the answer. If you are a student, also kindly state where you are studying for what course, and in what mode.
Have a nice weekend.

Rajesh ... Motivation is a tool of HR Mngt and it has to be decided by the HR how to motivate employees. I dont think that for each and every sector of business there is separate rule.
Maslow has given the best rule try to use that.
thanks
