To put it simply: Personnel is about the day to day administration of HR such as file mgmt. HR is about strategy, vision & policies Best wishes Nasser

Personnel is about salaries & wages, bonuses, grievances, leave rules, and other such functions, which was earlier supposed to be all about the department taking care of employees. Now when we have human capital, and not just human resource anymore, we have planning to direction, including motivation, training & development, welfare, change management, performance & potential appraisal, career & succession planning, and many other things as HR functions. HR is a broader area that includes personnel management (though we don't use this term much anymore) as well.

In personnel function, employees viewed as tools like material, machinary which never have any feelings, perceptions, likes and dislikes. Whereas in HR function, employees viewed as valuable asset to the company and importance is given to the feelings, perceptions, likes and dislikes of the employees.
Personnel activity is a part of HR function.
