Hi,
There are no statutory documents required to start a manpower consultancey firm. Just that, you need to have a service tax number, you'll have to apply for the same to the excise department. The industry practice for pay out to a consultant is 8.33% of the annual gross package. After the recession, some companies have dropped this pay out to 7% also, however, you can always try to bargain. Fo senior level positions, companies may pay higher, e.g. 10 - 12.5%.
