First and foremost you must tell your Managers and GMs to wear uniform. If they are not issued with any uniform and if the uniform is issued for workers only then it is the duty of departmental manager to ensure that their staff wears company uniform.
You can first issue a circular for this purpose. This circular must be signed by the highest authority of the company i.e. Director or MD etc.
You will find there will be defaulters. For this you need to issue second notice. In the second notice, you can mention the punishment for not wearing uniform. From my point of view it should be forfeiture of wages for a day. For three defaults or more, you can issue a memo and give him punishment of still higher order.
Lastly, workers can be stopped at security itself. This is better idea of enforcement of rule.

I was wondering if you tried to find out why they don't wear the uniform.
A uniform provides a sense of pride and bonding to one another and the organization - so why don't they want to wear something like this.
Forcing them will give grudging acceptance along with irritation and resentment.
Bear in mind - if they are just being rebellious, deal with it strongly. But first ensure that they have no just cause for not wearing it.
Dinesh's suggestions are good and should also be implemented as the next step.

OFFICE CIRCULAR No. ……….
Attention of all staff members is invited to the Office Circular No…dated ….. March 2007 regarding staff uniform. All staff members are required to attend the office with proper uniform as mentioned in the above circular.
It is however, observed that most of the members are complying with the above instruction but still some members are attending the office without proper uniform.
PROPER STAFF UNIFORM ADD REPUTATION & DIGNITY TO THE OFFICE & SHOW HIGH STATUS IN THE MARKET WHICH ADDS TO THE PERSONALITY OF THE STAFF TOO.
All staff members are again requested to adhere to the instructions of the above circular strictly. Disciplinary action may be initiated against the offenders w.e.f. 1st of the next month. All HOD’s are also requested to send secret report to the Admin daily stating the names of their dept members who attend office without proper uniform.

Some of the points are
1 one type of uniform to all employees
2 before issuing uniforms issue circular or should part of wage settlement that all employees will wear uniform when they are on duty.
3 eventhough if they are not wearing then a note to all managers and a circular to all employees from senior manager that uniforms are compulsory to all employees
4 responsibility should be with departmental manager
5 H.R.personnel should meet such defaulters and should convince them
6 lastly disciplinary action should be initiated
