How can we see if the identified training needs for the employee have been adhered to by the training programs carried out in the organization?

I'm sure there must be some forms, questionnaire used for identifying training needs.
And the trainings in the Organisation are the result of identified training needs of the employees. Actually what you are asking should have been asked before organising Training Programs.

If i will be more explicit , what i need to track is that what needs have been addressed , how many have not been addressed, some sort of categorization as to whether the training programs adhere to the needs and if so what percentage. Are there some standard models or procedures for this.
