You want individual or Partnership
Name of the Firm u need and registered it on court Stamp.
If operating form office , Local Municipal License you apply.
Letter Head and Logo of your firm if you want to make a brand name of ur business.

PAN Card on firm name apply. once you receive cheque on business name you need to have Current bank account. With out PAN card not possible.
After one year you can apply for Service Tax as service tax will be paid after one year only and being start up u'll get relaxation for 1st year.

Dear Jen,

Greetings!!!!!

Let us first congratulate you on your new venture.
Let us also tell you that registration is not necessary if you are looking to provide only perm services in India and not temp/contract services in India or perm/temp/ contract services outside India.
You can start off by getting a service tax registration number for which you would require your individual Pan and an address proof in the name of firm. You can take a broadband connection ( Airtel etc.) at home in the name of firm and that will be sufficient for getting the ST number. Once you have the ST number, you can open a current account in the name of firm with the help of ST proof, Address proof and your other details.

Keep in mind that sole proprietorship firms can operate without registration as long as you pay your service tax in time.

1. For registering a company you need to make a legal deed mentioning Proprietorship Company. The same needs to be registered with the Registrar of Companies. Before you register a company you need to submit an application to the Registrar of Companies with 4-5 names for your Company. Once you receive clearance for a particular name, you can then prepare the deed and register the company.
2. Since it is a proprietorship company, your PAN card will work, however, the moment you put your company as Pvt. Ltd., you will then need a separate PAN for your comapny. However, even as proprietorship, you can apply for a separate PAN card for company.

You are right in pointing out the legalities. However, you must know that legalities for proprietorship companies are obligatory in nature and not mandatory.

Typically, proprietorship business do not require any registration with any authorities in India to come to existence. There is no naming guidelines specified for the new business. Since this does not require any registration, the proprietor is FREE to select and start a business in any name. One should although make sure that you are not infringing on any trademarked, copyrighted or patented name or word.

The most common licenses need to be obtained for running a placement consultancy is
1. PAN number
2. Service tax number
3. TAN number- only if you are deducting the tax on the payment made for services like consultancy fee, salary payments, rental payments etc.
4. Shop and commercial establishment license- only if you are opening an office and not required if you are running this service from your home.

Please keep in mind that these formalities change if you convert your concern into partnership firm/LLC/Pvt. ltd/Public ltd. company.
