I am presently working in a PSU. We have implemented SAP last year. However, we had the problem of making the HR policies & procedures available to our officers including line managers. We do have a self service page in SAP but to make it full functional, lot of developments will be required.
So had a brainstroming session in our HR department and we the HR guys created an website dedicated to HR functions only. It was designed & developed in Frontpage by us. Hence we could complete it in less than a months time.
We have named the page as 'Sincerely Yours'
To make it intersting & attractive, we added info like 'Did you know' where we had given some historical background of various perks / event, etc.
There is section called 'Bole Toh' where quotes are give.
A cartoon corner has been added.
Other important info like
Details of all pay & allowances (Ours being a PSU, the list is very long for people to remember)
HR Policies & Systems like Recruitment Rules, Grievance Management System, etc.
There is also a section where we are providing details on people joining, promoted, transferrred, separated, etc every month.
Marriages and New Borns are also published in the site.
Before I forget, a very useful section called 'downloadable forms' has also beed provided from where people can download almost all the forms required. PF nomination to monthly reimbursement forms.
Lastly, there is also a feedback corner.
Believe me, the site was launched on 1st June, 2007 and there are more than 3000 hits on the page. Our phone calls seeking clarifications and forms, etc. have come down like anything.

Actually we already have a HR site on the company's intranet and many other interesting activities are covered by our monthly company magazine.
As per our company philosophy HR is not just a role of HR Department but every supervisor/line manager acts as a representative of HR as he is the first person who is connected and responsible for employees under him.So, as to make each line manager aware of his resposibilities (HR related )as per our company culture we are trying to develop an online interactive learning module which every line manager would undergo before taking his responsibilities as a manager.

Its nice to hear that you already have a HR portal. Yes I agree with you HR is not just a role of HR Department but every supervisor/line manager acts as a representative of HR. We also follow the same philosophy.
We have taken many initiatives in this regard. Since you want the online initiatives I would like to state that in our portal we have two more sections
1. Useful Tips corner. Here we have posted details about various procedures that a line managers ought to know while dealing with his subordinates, Flow charts of important HR processes, Step by step instruction to run the SAP HR modules, Managers handbook, etc.
2. In a nut shell - Here we have posted HR write ups on topics like mentoring, Grievance handling, What every mangers should know about disciplinary procedures, How to assess employees, etc.
Apart from the above we have a FAQ corner.
Our HR portal in a part of our intranet. We have a link call Common Learning Centre which gives information on numerous topics and the site has interactive facility.
