Dear Satheeshraja,
EPF Act is already in exist from 1952 onwards. The Central Board of Trustees (EPF) under the Chairmanship of Union Minister for labour and employment will frame the alterations (through GSR) and amendments with the approval of Ministry of labour. The CBT consists of representatives from Government of India, Employers & Employess / Trade Unions.
