There can be number of activities to bring up the motivational levels in an organization, and the employee engagement is the key. I sense from your post that you are doing number of things but still you are not getting the desired level.
Well, you can try empowerment as well as making people responsible for their job instead of keeping the responsibility at the high levels. this will make them feel that they are also adding value to the business and this way they may start behaving in a more enthusiastic way towards their work.
You can try this technique in small phases and then, if successful, take it further.
