Dear Adegrill,
If you want to develop a competency based interview questions you will first have to identify competencies (by speaking to concerned people in that particular team ) for each level ie VP, manager, assistant manager etc.
As also identify competencies according to various functions ie production, marketing, purchase, finance etc.
Once you get the competencies identified you can frame competency based questions.For framing competency based questions you need to remember the following :-
1. Stituation - The situation which was prevalent
2. Task - The task that was assigned to the person.
3. Action - what action did the individual take in that particular situation.
4. Result - What was the result of the action taken.
All questions should be realistic based on realistic situations and not hypothetical.
For example - What activities did you take up to motivate yout team in your past assignments as a team leader.
