In front of labor how we maintain the Disciplinary things like use of Personal Protective Equipments, spiting on floor, no smoking and Use of safety instructions.
Even though as per law we don't force them and not to do any practice like fine.
any suggestions

Try to appreciate that generally they lack good education and modern upbringing; and come from rural background.
You can address such issues by educating the workers through brief Training sessions on the shop-floor itself and for those yet to join; at the time of joining.
Try and see the difference.

let me clear it to you that most of that employee(labor)is very old they dont want to listen like all are 55+.

Dear friend
In that case you have two good choices :
#1 : Try to impart theTraining/Instruction in a way that does not humiliate them or make them feel offended, but rather makes it a cherished goal that they have not thought of earlier.
#2 : Sit quietly and bear with them for a few years, till they super-annuate.

Conduct on the job training classes and educate them on the shop floor. Take them to well established Companies on visit so that they may see the difference.
