I have solutions for the problem that you are facing. In India HR still to develop and very less amount is spend in HR department. You need to correlate the HR department with other departments too. Have to show your management the importance of HR department and directly / indirectly HR department works with other department. High attrition will be there if HR department is not developed resulting in low productivity and High variable admin cost.
