I like the attendance worksheet in which late coming is registered and it is used for performance evaluation later on. I think the Attendance policy developed by one member may only suit low-end manufacturing firms but not for MNCs like Google, Apple, and so on where flexitime is offered. Without much ado, a talk by one's supervisor to habitual latecomers may be sufficient and if not, use poor performance rating as a punishment.
