Empower Employees: Getting Best out of them
All HODís goal must be to create a work environment in which people are empowered, productive, contributing, and happy. Don't hobble them by limiting their tools or information. Trust them to do the right thing. Get out of their way and watch them catch fire.
These are the ten most important principles for managing people in a way that reinforces employee empowerment, accomplishment, and contribution. These management actions enable both the people who work with you and the people who report to you to soar.

3. Share Goals and Direction
4. Trust People
5. Provide Information for Decision Making
6. Delegate Authority and Impact Opportunities, Not Just More Work
7. Provide Frequent Feedback

Dear Mr Bhardwaj Ramesh,
Employee Empowerment is a major OD intervention. It is a programme that may last for one year or so. Managers or top management have to design the levels of empowerment, map the existing staff on the various levels, take action to empower them and lastly measure the change again after year or so on whether the respective employee's level is increased or not.
Of the list that you have given, two major factors are missing i.e. leeway for experimentation and fear of failure. Sans these two, employee empowerment as OD intervention will be rudderless.
