Is ESI and PF rules are applicable to the employees hired from outer agencies??? What if they are already covered under ESI and PF from the agency itself??

ESI has to be deducted @ 1.75% on gross salary upto 15000/- per month without overtime. All other components of salary has to be considered. PF is to be deducted @12% upto basic of 6500/- per month and it is deducted on basic+Da(if any).
