Hi

There are a couple of reasons why people are shy.
- One is their inherent nature possibly hereditary.
- They could have become shy because of some childhood experience where he / she failed on a public platform and was ridiculed
- Some people take a long time to make friends
- Some people are loners by nature
- Lack of knowledge or lack of confidence in their abilities can make people avoid social contact
- In India not knowing fluent English often makes people go into a shell

To help the person try the following:
- Without being too curious or inquisitive try to find out the reason for the persons shy behavior.
- Work with his superior to see that the person is often sent with some work to other personnel so that he is forced to interact.
- Whenever possible compliment him for some work done well so that his confidence is boosted
- Assign him a mentor who can take personal charge of his work and progress
- If the problem is acute then he may need counseling and or training in assertiveness or Overcoming Shyness and Confidence Building.
