I'm trying to get a sense of how involved/what role external consultants play in implementing action learning. For example various vendors - like PDI, Forum, DDI, CCL, Right Management, Duke Corp Ed - propose workshops, followed by action learning, including the involvement of executive sponsors with coaching, post-feedback mechanisms (360, etc.). Do their processes involve leading those teams and providing that coaching (as in $$$) or do they mainly only help developing the initial training program(s) and then it's that executive sponsor or HR that provides the coaching and follow-up feedback?

Internalization is initiated by HR and Executive Sponsors. Even if the training partner has promised of follow through, their options will never be a complete solution. They do research on your environment to offer the right fit, yet gap remains.
For an example, if you had a Six Sigma training by an external partner for your leadership team . You need to do the stakeholder analysis and later follow through with handholding and feedback on implementation.
It’s not calling the kettle black, but focussing and involving yourself to ensure the ROI.
