Hi,
It depends on many factors.
1. How big is the Company?
2. What are the main and important functions of HR in that company?
3. How much of automation is done in HR department?
4. What is the workload or volume?
5. What is the capability of the employed in HR department?
So we need to know more details before giving any suggestion. However I have seen both the worlds, that is One person HR department and Multiple people HR departments also. Both have different and defined work and they are performing well.
In my personal view you need atleast one more person. Imagine if the lone HR personal fell sick or there is transport strike; where is the backup? Intelligent backup is good strategy.

I am a freelance HR consultant. I manage a lot of HR work relating to number of companies - like recruitment (including overseas), training, performance appraisal, policy making, settling IR issues etc.
But to reach at the position you need good experience and exposure to HR practices.

Its just like a "Jack of all Master of none".....
When we are in H R Dept, I feel "Relations" comes along with us to be with the Employees as well as with management, It acts as an bridge between the operations and Management /Finance...!!!!
and the HR as to be in touch with both.....
HR is not an 1 man army...
One might handle the HR Activities may be not Actions..!
The bigger the Organization the activities builds as well as the actions with the HR Team.....! which as to be... !!!
Learning or working along with people around us and than decentralizing all the core activities of HR and moving into Decision making roles in an Company, probably gives satisfaction for us as well as to the company in this Corporate World...!!!

The reality of the matter is that there are even a lot of companies without HR depts, some have one-man and others have a big team, all depending on the size of the organization.
So you see, the main factor here is the workload which is determined in some cases by the direction of the organization and in some cases the size of the organization. So you see, it all depends.
