Hi,
You can open a consultancy - HR by investtin little amnt of money, but you need to have good networking in the industry like - IT, pharma, office automation etc.As far as legal procedure you need to register with Indian Companies Act as solepropertor , partnership or pvt company. Then comes infrasturcture, comp , broadband and telephone. First you need to estimate your budget .

Hi,
To open a consulting firm, first you need to register with Govt and than service tax & Pan No. These are legal formalities.
For starting & running a consulting firm, first you have to know for which areas you would like to offer your service (IT or ITeS or Non-IT). my suggestion would be 50% IT, 30% Non-IT, 20% ITeS(except BPO) this will do a good business. Then you need to invest little amount as capital and need to have atleast 5lacs as working capital.
In terms of skills, first you should be very patient for first 6months, good network or capable of making new friends, leadership skill, selling skill & some business knowledge. Then should have recruitment knowledge or hire people having good knowledge in recruitment (I would suggest to hire people who handled IT & Non-IT recruitments). Even I am also interested. O.K. w.r.t to your question, Apart from REcruitment you can also go in for outsourcing of certain activities. For Ex. you can do the services of Payroll processing, Statutory compliance, training and development facilitator and also manage part or entire HR activity of a company on a retainership basis. of course you need lot of expertise on that aspect.
