Please also check the following before deciding any policy:
i) if your organization provides drop facility (dropping of employees to their homes) by company provided vehicles after a specified hour say after 8/9 p.m.
ii) if your organization provide any other type of incentive say reimbursement of dinner; dinner/late sitting allowance, etc.
If so be the case you may reconsider in identification of employees sitting late genuinely or for the sake of the above apart from what Mr. Dinesh Divekar has suggested.

The Company's normal working hours are 9.30 am to 5.30 pm from Mondays to Saturday & Sundays is a weekly offs in addition to paid holidays as declared by the Company.
1. In case of late sitting on working days :
The office will be open from 9.00am to 9.00pm only. Employees are expected to complete their work during the normal working hours. In case any employee wishes to work beyond 5.30pm, he/she will be allowed to work upto 7.00pm without any specific permission. Any employee wanting to work beyond 7.00pm, will be allowed as an exception, provided a written approval is obtained stating the reason for such late sitting, from Sir .. However this cannot go beyond 9.00pm.

I think siting late to the office shows your inefficiency to perform in given time, always remember cricket game, in 50 over format team need to ball in 3 hours 30 min in test cricket in 1 day need to complete 90 overs, otherwice there is a fine,

same should follow in every organisation, as time is money, HR's should take care for late sitting of employees because it also increase overhead costing of Electricity, Water, Maintenance, Tea, Coffee, Common Maintenance if lift is there ( because if group of people sitting late in the office then I am sure they goes for smoking breaks by using lift.)

Employees who sit late in the office also create following problem

1) They come late to office and if HR's ask them about late coming they immediate give answer : When I sit late upto 2 hour after working hour and finished my task you did not appreciate me and now only 10 min I came late your finger is on me? and also they do discussion with their other colleague. SO for we HR this job become very hard to implement of HR Policies...

accordingly if employees stays someday it may be for their overload work or time limit to get work done...but staying daily longtime after duty is waste of sources available i.e water,electricity etc just to show that there working lot and that is obviously to show their performance but actually it is failure of that employee who stays for long working hour daily...it means he/she is not aware of their time management...they cant do there work on time and this show there under performance...
in many companies though employees are staying for more hours and that is waste of sources of company as well as employee
