Dear Aslam Shaikh,
Mr Pon has given a crisp answer.
You have not given what type of manufacturing industry is yours.
It is mentioned that you are planning to start a new plant.
Does it mean start constructing a new plant or start production? It is not clear.
If it is to start construction, then immediately work to get Consent To Establish first.
Without Consent to Establish you are not allowed to begin the construction of the plant.
Later to obtain Consent to Operate you need to submit copy of Consent to Establish that you have obtained.
You have to find out whether your industry comes under any exemption category.
Approvals from PCBs are long drawn affairs.
So act quickly. Starting without proper approvals will rake in unnecessary troubles.
