Model standing orders are meant for an organisation wherein there are no CSO for that establishment.
Initially before being certified you will have to prepare a draft Standing orders in consultation with the Union or if there is no union then 5 represenatative of the workman.
The proposed CSO should be in lines with the Model Standing orders and no deviation from any rules or regulations stipulated is entertained.
The copy of proposed CSO in quadraplicate should be submitted to the certifying authority i.e. ALC or DY.Labour Commissioner who is the appropriate Govt. to the State or Central Govt. with a covering letter from both the parties i.e. Management and Union. The certifying officer will then keep a date for hearing and if there is no dispute will certify the Standing orders to the establishment under his signature and seal.
Hence after certification the MSO cease to exists and will in turn be replaced by the CSO.
