Dear Monica,
You can use Job Description also for identifing needs. But JD must be well prepared. For example take your JD as a case study. What KSA are with you and where you are lacking. Then you will get the shortfall.
But be sure the JD's are well prepared. Beacause lots of companies prepared JD's just for requirement by ISO.
What Training do it aligns the skills of employees as per the organization requirement or goals.

I had a long discussion with the team leaders of various departments.. He helped me with the tasks of executives...I made a list of all and based on those, the tasks those have impact in the achievement of company's objectives are taken as their KRAs..... Am I wrong as far as procedure is concerned?????????????????

Dear Monica...
You are right but Induvials KRA should be match with Departments KRA's and Department's KRA should be match with Organization goals.
See..Board of the directors come together and they decide the Organization goals. These goals are for the CEO, VP's and then diverted to all department.
You have done in a right way. KRA's should be SMART. You will be very clear while using the KRA at the time of PMS.
