hi..
this is a most serious and very big question buddy in now these days..
the one of the major problem in indian industries or public satcor or in govt sector...most of the people are not in correct place with correct profile and responsibility. however they have potential, skills and qualifications etc.
so if you dont have more budgets on recruitment, than briefly discuss with your organisation details, position and work details and take help with senior guys of HR for the action plans. Also if u wish you can go thorugh the various HR consulting agencies.
regards
gaurav
