Dear friends,
I am attaching copy of Employees' Compensation Act 1923 (earlier known as Workmen Compensation Act 1923) as amended till date in Word format for your reference.
It may be noticed that as per WC Amendment Act 2009 the word 'workman' has been replaced by 'employee' throughout the Act.

23rd November 2018 From India, Chennai
Dear Labourmurthy,
Pl.inform i) what is nature of work the person was assigned to do and can you brief how this accident happened
ii) how this injury was inflicted, iii) was it 'in the course of employment'? and
iv) did accident occured during the 'duty hours' inside the premises or outside.
v) was the person involved a 'workman' as per the act,
vi) does this person covered under ESI.
vii) to what extent this injury affected the 'working capability' of the person involved, if yes, has it been declared 'partial or permanent/temporary' disability.
viii) is there any report by competent doctor assessing the 'disability' and awarded %age.
Unless proper clarifications are available to the above it's not possible to state our opinion on this query.
Also Pl. see Hand note on Burn injury attached for your info. & guidance.
