If the industries come under MAH i.e,
Major Accident hazard unit than it is mandatory to prepare Disaster management plan & to conduct Mock drills -both on site & off site, depending on how much will it effect near by locality also.
As Dipil said We can prepare it or there are some organizations also like DMI, Disaster managenent Institute, Bhopal who may also help to make the plan.
Even NDMA also conducts Zone wise Mock drill to see the preparations of the company, its Mutal Aid scheme, It also include adminastration & other departments too if Off-site.
The planning & responsibilities may include the foolowing:

Dear pialli,Dipil sir, How can select the assembly points in the factory ,if any emergency.Actually how can design the safety assembly points in factory.Kindly guide us. Regards/prasad.

As per my knowledge there are no guidelines in any rules/act regarding developing assembly point at specific location in specific manner...
We have to select such a location which is safe and centralised where people can quickly gather at the time of emergency... It can be an open space far from tall structures... It should be in such a location which is easily accessible to all the employees.... The main purpose is that one can make a head count of the employees once they gather at assembly point... May not give preference to near main plant gate, as in case of sabotage controlling the public will be a tough task at gate... hence a place near gate will not be seems safe... You can think upon it and with little survey find out a suitable space for Assembly Point...
If your plant/construction site is big, you may think of make two or three Assembly Points accordingly... All such places should be having clear identification boards and all should be trained about Assembly Points and must be familiar about the same.. For this mock drill to be conducted...

As per Factory Act, is the On Site Emergency Plan has to be taken from some competent authority, like Chartered Engineers, etc., as I am confused. Thanks, Aliciahr
