u seem to be confused. If you have hired the person for security duties on company roll then see details given in the offer/appointment letter. If it is an agency then go through the contract signed with the agency. It should have given the break down of each and every details or it would have been a lump sum for each individual's pay. Though bill seems to be correct, yet service tax is still not added and what about his service charges ?
It is always an agreement that an employer does with a contractor. As far as DGR is concerned, it is a site where you find the rates and liabilites of security personnel. (just search on google.com)

Before finalizing contract with Security Company, you have to consider all details which I mentioned in my enclosed word file. please check it and finalize the same. Minimum wages is mentioned of Gujarat State.
