Somebody has met an accident and you want to replace that 1.5 hrs lost, that's really surprising.
If the person who has met the accident is correct and you believe him/her, you should give him/her an off for at least a couple of hours , so that he/she can relax and give optimum output to work.
Productivity is important not the number of hours worked.

It is a genuine case. She met an accident. You cannot discuss the working hours in this situation.
Some time we can allow felxi hours or permit your staff for one or two hours permission during the month. After that you can deduct a salary.

what if she got seriously Injured, can any one pay for the pain faced by some one, dedcution of salary on these bases will definetly demoralise her and rest of team mambers.
Who will like to work for the concern which can,t treat employees as human beens.

You do NOT have faith in your employees. Is accident a daily routine ?
I will suggest hire ROBOTS as employees and specially in HR deptt because they do NOT have emotions.
