Mr.Bijinder,
To speak a language all you need is confidence on yourself. Let me give you a simple exercise. All you do is buy english movies(british not american) 5.1 print cos u need the subtitles. watch a movie once or twice with subtitle. and the third time watch it without subtitle and try to produce those words along with the movie. repeat this exercise until u are able to understand all the words. this will enhance your listening skills.
for your verbal, you have to try practical sessions. talk with your friends and even with your mirror. try to use the fascinating words from movie where ever possible. u will see practice will bring perfection in you.
this is how i built mine.

Dear sharma ,
Learning English is not at all a problem. you need not go to tution centres for learning english. If you follow the following methods regularly , withing short time you can learn it.
Start reading English news papers
Espeacilly you select some interesting articles like letters to editors, editors column etc.
Do not read all the informations then you may not find time also.
Keep one note book and write the meaning of the new words atleast ten words daily.
Keep use the leaned words regularly
Read the english novels
Try to talk to your friends thro english only (with the better english speaking guy)
Watch English news channels even if you are not able to follow the pronounciations
If you follow the above rules regularly within span of six month time you can see tramandus improvement in your language.
Above all you should have involvement without lacking of interest.

My dear Sharma,

Well you have done a good job by doing not less than 3 PG courses, I think all of them must be in ENGLISH medium only. It means you have undergone at least 6 to 7 years coaching in English. It means you have very good knowledge in English more particularly in Vocabulary, you have also confessed that you are watching BBC HBO etc.,. After going through all these, I conclude that the real problem is not a language but with your personality. You have some sort of fear in you about English and or while usage that fear preventing you from opening your mouth. In this regard I suggest you following three steps and advise you to follow those for next 6 months and assess yourself and come back for further clarifications if any.

1. Please choose a person who knows English less than you he may be either a friend, relative, phone mate, college mate, colleague whatsoever, and start speaking in English while thinking that the opposite person knows the language less than you.

2. You may by-heart some sentences which usually we talk on day to day activities (eg. you may buy a RAPIDEX English speaking course, by Pustak Mahal, New Delhi) and try to use the same as stated above.

As you are learning the English after the completion of your PGs, the language which you may speak may not match with the local country language. So that you must buy RAPIDEX as suggested and by-heart some sentences which you may speak in vernacular in ordinary course.

3. Finally, you may watch English channels not only just NEWS but you should see some movies which are of INDIAN origin or at least British But not American accent. Since we may not be able to understand the American accent unless we understand the British.

After six months please come back, I think you will enrich your language and can compete with anybody else in this world.

Dear all seniors,

Thanks of all for replying me.

my major problem is my 10th standard base. i had taken education from govt. high school till 10th & 12th. at that time our class group was unlucky or bad luck bcz our english teacher did not tought us how to used grammer in english. i think he did not acknowledge of grammer. he was the single teacher in our school. apart of this my parents are not educated. only my father has passed 10th class. so i had to iterate all the sentences and other words in english. we were also careless about it bcz nobody understood us about the value of english in the future.

As per my senior kgb.nic almost touch my problem. when i tried to speak in english to others. i got nerves and forgetten the word or sentence on spot which i want to say.

now i want last suggestion to all of you about english communication skill. should i follow grammer. should not i. i know i m frustating to all of you bcz many seniros given lot of suggestion and articles on this topic many time on cite hr and i rad all of them but could not apply over myself. And again thanks of all seniors for replying me bcz this is my first articles on citemen hr and i am getting good response to sniors.

warm regards,

Dear Bijender,

Let me Contribute my suggestions also to improve your English speaking Skills.I hope you can master in all your activities you perform with 4 years Experience.

The best activity i suggest you to improve your English speaking skills is First Start Speaking in English instead of following News in various English Channels and roaming around the Spoken English Institutes.Watching news also helps but not very Initially.

First your initiation should be speaking in English. Then you will have Fluency in your Speech. And i sincerely advice not to bother about your surroundings.Once you start speaking, others may also follows you because nowadays English is Compulsory for all individuals who wants to grow professionally. In that way you will have the two benefits as a Self Starter and Motivator apart from your English Speaking Skills.

Once you are thorough with your Fluency, then you can take care of your Grammar. Then you can learn Grammar from Institutes or from reading Grammar books or from Watching English Channels. In this way you can improve your English.

Once again, you should start speaking in English initially for all these things to happen.

I hope you will get it.

Wish You All the Very Best!

regards,
Surekha

Dear Sharma,
I am happy to note that I could reach you.
As pointed out by you the Grammar is nothing to do with the spoken english. Ofcourse if you know the grammar it is well and good that you can speak a grammetical English. Therefore, you can Learn Grammar independently and not to try the grammar while speaking.

Dear Sharma,
Apart from following the advice of Sulekha, you need a burning desire to learn/improve your English and it has to be shown in every step you put on. For example, the reply you gave to surekha can be rewritten with less grammatical mistakes! I am not saying without mistakes. The English Language is such a language, you can carve/mould/beautify with your own creativity. Seen below!
"I am very much thank ful for valuable advice. Now my mid set is completely changed with your guidance. I will ('be' to be removed) follow and will be continued sharing of my views with my seniors and I will find some change in my araticles"
Not the dictionaries/training institues will not make you fluent but you inclination to learn, constant, systamatic planning/positive approach make you success. Do it as "TAPAS". You will be succeeded. All the best.
