Hi,
as per law employer doesn't have any right to stop for withdrawing P.F in any circumstances . In your case i think they scolding because you gone without notice or short notice , any way you better go again talk them politely and explain the need of money etc.. I think they may understand and full fill your need.

Hi Mitliesh,
This was happen with u bcoz u not completed ur notice period.
Ur problam soluation:-
First u fill up the form no 19,10 c with mentioning ur P.F.numbers.
Second find out the authorised P.F. signatured person.
May be he belong from HR Department or any other department (Account).
So if he will be from other department than take his signature on form out of company (BY HOOK OR BY COOK)
Dont forget 2 atteched current 3A copy.

Dear Mithilesh,
PF withdrawal can be signed a Gazetted officer and submit the same to cocern PF office.Intern PF office will send the same to your previous employer for form 3A and signature on the forms.Your employer can't reject the form and submit this form with PF office along with Form-3A.You will get your money in your bank account.

I am giving below an extract from the FAQ section of the website of EPFO. That squarely addresses your problem:
19) What is the procedure to be followed by the member if the employer is not attesting his claim forms?
It is the duty of the employer under the Act & Scheme to help Employees' Provident Fund organisation to settle the Provident Fund dues of his employees. He has to complete the prescribed application within 5 days of receipt [para72(5)] forms & hand over it to the member when he leaves the service. When a member finds difficult to get the form attested by the employer, he can get the attestation of any of the following officer & send to the Provident Fund office
Manager of a bank.
By any gazetted officer.
Member of the Central Board of Trustees./ committee/ Regional Committee (Employees'
Provident Fund Organization).
Magistrate/ Post/ Sub Post Master/ President of Village Panchayat/ Notary Public.
