Classification of skills Category.-
(A) Highly skilled.- Highly skilled work employee is one who does the work which involves skill or competence of extra-ordinary degree and possesses supervisory ability.
(B) Skilled.- Skilled employee is one who is capable of working independently and efficiently and turning out accurate working. He must be capable of reading and working on simple drawing circuits and process, if necessary.
(C ) Semi-skilled.- Semi-skilled employee is one who has sufficient knowledge of the particular trade or above to do respective work and simple job with the help of simple tools and machines.
(D) Un-skilled.- Un-skilled employee is one who possesses no special training and whose work involves the performance of the simple duties which require the exercise of little or no independent judgement or previous experience although a familiarity with the occupational environment is necessary.
UNSKILLED: PEON, CHOWKIDAR,DURBAN, WATCHMAN, CLEANER, SWEEPER, LOADER, HELPER, MALI comes in unskilled category.
SEMI SKILLED:---GATEKEEPER(CINEMA),ASST. OPERATOR, ASST ELECTRICIAN, BOOKBINDER,WAITER OR BEARER, MALI WITH TECHNICAL EXPERIENCE comes in unskilled category

However, to remove even little room for any doubt or ambiguity, I am sharing definitions of unskilled, semi-skilled, skilled and highly skilled categories of work, as published in the Gazette of India; Extraordinary, Ministry of Labour and Employment Notification No.S.O. 1352(E), dated 24th August, 2006.
a) "Unskilled work" means work which involves simple operations requiring little or no skill or expertise on the job.
b) "Semi-skilled work" means work which involves some degree of skill or competence required through experience on the job which is capable of being performed under the supervision or guidance of a skilled employee and includes supervisory work.
c) "Skilled work" means work which involves skill or competence required through experience on the job or through training as an apprentice in a technical or vocational institute and the performance of which calls for initiative and judgment.
d) "Highly-skilled work" means work which calls for a high degree of perfection and full competence in the performance of certain task acquired through intensive technical or professional training or practical work experience for long years and also requires of a worker to assume full responsibility for his judgment or decision involves in the execution of these tasks.
As for who falls under these categories, I would suggest you to try procuring a copy of the said notification from Labour Department, which also contains an exhaustive list of skill-level wise designations of workers. It won't be feasible for me to reproduce the same here because of its sheer size.
