Goes without saying....NEED HELP !! Seek inputs to deduce a performance based monthly/quarterly incentive scheme for one of the PR Agencies.

expectations/targets.

Its not out of world. I think you have good point. In such competitive scenerio cost cutting is very essential and what you said is related with smart cost cutting. One more dimension I would like to add, its about the image which attract qualifying person to join your company. You may take up all key responsibilities as dimensions assign them points and then on basis of the points you may calculate the amount of total incentive.
