Any employee including a Union leader is amenable to disciplinary rules followed by the company. A Union leader gets some previleges under ID Act 1947, but discipline is not covered in it.
Any person found drunk while on duty, should be referred to the doctor to find whether he is under the influence of alcohol, and if he is found to be under the influence of alcohol, he should be suspended immediately and further course of disciplinary actions- such as Issue of Charge sheet, enquiry etc.- should follow.

PLZ VERIFY THE TRUTH 1ST REGARDING THAT HE WAS FOUND DRINKING AT THE WORK PLACE, THEN AFTER ISSUE A CHARESHEET EXPLANNING THE COMPLETE DETAILS OF EVENTS AND TELL HIM TO SUBMIT AN EXPLANATION AS PER STANDING ORDER ACt 1946,
