Hi, I need help to better understand as to how to map the current skill sets available within in an dept / organisation and if there is a readily available material e.g template / docmentation etc pls forward.

I would urge you to do a search on this site as I am sure there would be a lot of material on Mapping Skill sets. Broadly you will have to classify the skill sets into Technical Skill sets and Soft Skills set. These can be further broken down into Managerial Skill sets, Interpersonal Skill sets etc.

It is a subject needs excercise and lot of reading required to understand and to prepate templet,filling etc.
Giving an advise and sending templet is not a matter
my honest suggestion is to read and do some home work ,then you will reallyb enjoy the subject.
Take example of typist
Skills required:
Speed,spelling,placing , and stopsetc and time
Language: to understand the language and put it in right way
Attitudenal skills
Personal traits
Growth ambitions
