The Acts say Minimum leaves to be given to the employees, say as per the Factories Act where your company fall in, have to give minimum leaves of PL 15 or 16 as if you divide 365-52 weekly offs = 313 days divide by 20 = 15.65 days say 16 leaves. All the 16 days are given to a workman only when he perform his work for all the 313 days if not his leaves depend on the No. of days he really performed his work during the given year time.
Secondly it is to the employer discretion to given more of leaves to specific employees are not no Act will stop him from given more of leaves to his employees, the Act only objects if the employer give less than the minimum leaves specified in the Act.
Many companies are giving more of leaves to its employees basing on the designation and efficient workmen.

whenever some one ask question regarding leave he should first tell under which act company is covered .in your case whether your company is covered under shop and est act or under factories act.quantum of leave is different under different act.
in my view there should not be vaiation on the basis of length of service.
