What I work on PMS & OD profile. What I believe that you can not Motivate the employees but you can creat atmosphere where they will be charged up and think in a positive manner so that they will be motivated. Few things can be like -
1. Daily Morning meetings in Department
2. Monthly or Quarterly Performance Review & schemes like 'Star of the Month' with Appreciation Certificates etc.
3. Increasing Employee Participation in support groups to Management like - Think Tank, Communication Meet etc.
4. Arranging Employee Welfare activities like - Picnics, Games, Celebrating some days, etc.
5. Encouraging employees for higher education by providing mgt. contribution etc.
These are few examples other than Salary Hike. Hope these will be of use to you.
You need to find out ways suitable in your Industry type.

There are lots of options to try...but being part of Management HR is in middle of two points. One is Employee Satisfaction and second is Management. Need to keep both the points in mind. Like going out is not possible every time as it kills a day almost and in house activities are not valuable for long.
