I do not see to this as a unique problem to your team. In majority cases response to such activities is likely to be mixed, so first of all you should not feel disappointed. In order to increase acceptance from the employees you may reduce frequency of such activities so that everytime they perceive it with excitement. Any good program with high frequecy is likely to die a natural death as it may not hold attraction after some time. The representatives of your employees shall be made responsible to see that their members participate in the activities. Representatives or groups with high team response may be appriciated with small gifts or appriciation letter / notice.
You can also think of limiting such activities for small groups or a department and enjoy fun activities in rotation. Thus each department will have increased ownership and be able to identify themselves with that activity.

Actually untill you include the top/middle management in these type of activities, the desired output won't come. As in every field there is a lot of work load, when you are going to organize such activities/parties the mind of employees must be free. For an example you are going to conduct a meeting on 7th, 15th, 25 th, 30th or 31st of the month, these dates are statuary deadlines for different types of Taxes, filing returns, processing salaries, Bank remittances etc etc, the persons involved in these sections will neither participate nor want to participate in those dates. Same is the case with your IT persons as in case a Server is creating problem, data recovery/ backup is not upto date, and also many times it happens that boss will say to his subordinate, that when the activities will be going on, shut down all the PC's and take backup of whole system/Server. Than how can that guy enjoy your activity.
Please go through the reasons, as finally in case of any problem which the business will face because of your activity , Who will be responsible for the damage.
And I think you remember your school days when a student steps into college, his first relief is of uniform. i think 90 to 95 % student want to wear clothes of their own choice. In job also if you are going to pressurize them for dress code, i think above % of people will not accept. Think something else.
And never think to punish. This is their right to participate or not to participate, untill it is in your company's rules and regulation to participate.

Punishment does not drive excellence in the organisation, it kills it at whatever stage be it. Create a culture of participation in your people. Reward those participating in the events. Money/Cash is not the right thing to reward with. Acknowledge the participant with a certificate/ boquet of flowers / a memento / a dinner for 2/ or a coupon etc. All the employees may not come from the same background, each individual needs to come out in the open. Form Cross Functional Teams, it will work. Create an atmospher of happy weekends, put smilies for people with positive attitude on a wall call "hall of fame" etc. Create the enthu, by sending mailers reminding them of the event. Keep Trying till you infect them with your FUN concept.

i think..giving dem prizes..n ny sort of appreciation mite help....for ex...best suit, best color combination, best muffler...etc etc..u can even arrange for putting d name n pic of the winner person(s) on d notice board.....it mite propel other to participate n win.... :)

Before answering anything lets go to the ABC of human personality.

By the time a child has reached adolescence he has formed a more or less precise image of what he and his culture expects of him as an adult. One of the principle problems for an adolescent then is to conduct his life so that he has the feeling he is achieving this ideal image of himself.

To achieve satisfaction, an adolescent must not only have a realistic self-concept but he must also be willing to accept this self-concept even when it falls below what he had hoped for,. This means that the gap between the real and the ideal self concepts must be as narrow as possible.

Some people know how they would like to improve their personalities and have a strong motivation to do so but they do not know how to go about it. They may try to model themselves along the lines of an extremely popular peer or colleague, not taking into consideration that hereditary differences or habits of long standing may make it impossible for them to revamp themselves so easily. Meeting failures because the gap between their real and ideal personalities is too large leads to discouragement. This in turn dampens their motivation to make what changes they can make and leads them to believe that there is nothing they can do.

Plse make it a point that significant people in an individual lives have a major effect on his personality patterns. These significant people set the pattern the individual tries to imitate and whose expectations he tries to conform to. The more they differ from him, the greater the gap between his ideal self concept and his real concept. The amount of efficiency he will put to narrow this gap will depend on the reason to change their self concept.

In here the attitude and relationship in among you and ur subordinates will act as the reason for the change. Plse try to find the reason. Remember that people are most strongly motivated to change those traits which they believe will improve their social relationships and earn them greater social acceptance. Try to convert your employees into outer directed who are more susceptible to opinions of others, thus have a strong motivation to change their personalities to conform to the approved standards.

Hope this gives an insight into what is the reason behind ur employees indiscipline. There may be thousand of reasons as to why things happen in a certain way but it always leaves a clue behind. Try to put urself into their position and think what will make u go to those social gathering and what would stop u from coming to those gathering.

In most of the organizations, HR professional are considered that of a different class therefore people avoid mixing with them. The efforts of HR people to mingle with rest of the lot is considered there part of duty to gather information, opinion and view of other employees. This is one of the reasons, they do not get full hearted support of fellow colleagues. They intentionally work towards making such events a flop show.
Another reason here seems that the employees have deep rooted de-motivating and dissatisfying factors which can not be resolved such cosmetic actions. The root cause to be found out and worked upon.
