I have a problem- we have agreed with the union that we will issue & replace anti-static shoe, immediately when it is damaged . we purchased a good shoe and issued to all the workmen. 3 /4 months no problem, some of the workmen shoes were replaced with new ones. now the problem is - those who got replacement of shoes with second time are coming for replacement for THIRD time also. Is it possible to give such costly shoe 3rd time within duration of 6 months . The shoe quality is good - some staff are using since ONE year.
Is it to change the attitude of the workmen? or
Is it mistake done in the agreement that the replacement will done whenever required? and no time bond mentioned for replacement?
How the problem will be solved ?

Unless the union wants to review the safety shoe provision, with a view toward amending the terms in light of the unforeseen costs associated with replacement, I think that you are obligated to live up to the agreement to "issue & replace anti-static shoe"

I faced the same situation some years ago. Our maintainance men were wearing out shoes every 6 months. At the same time, the regular production workers, who did not need replacements began to grumble that the maintainance men were getting a greater benefit, since they received 2-3 pairs per year. When we investigated the situation, we found that the cause of the deterioration was due to the oil, chemicals, etc. that they were exposed to. To resolve the issue we bought rubber boots for the employees to wear over their safety shoes.

You may want to look into the cause for the wear and breakdown of the boots.

In addition, at the next negotiation session, the Company's initial proposal should be that they will continue to "issue anti-static shoe", one pair per year, but the employee will contribute 25% of the cost for 1st replacement pair (with the return of the original pair); 33% for the 2nd replacement pair (exchanging the old pair). The damaged shoes may be able to be returned to the vendor/ manufacturer to assess options to make the shoe more resilient to the substances that are attacking the shoe.

The "last stand" position will be that the company will supply only one replacement pair every two years, if the employee needs a replacement, they can purchase them at the company's cost.

Replacement may be necessitated due to two factors.

1) Adverse conditions at work place affecting shoe life.

2) Wilful / negligent usage resulting in early damage to the shoe.

1) In the first case, we provided feed back to supplier to tailor make the product for the situation. In some cases the manufacturer himself gave a minimum warranty on the product.

2) Employee education through union members also helped to tide over the situation, wherein some negligent workmen were ill maintaining their shoes.( Wearing shoes immediately after washing one's feet, allowing shoes to be spoiled on rainy days etc.) Such people were warned that they would not be entertained at the workplace if their shoes are not clean and tidy. This was done more at an informal level and peer pressure was used to reinforce need to present one self.

In T&D we conducted personality development training sessions, and the message did trickle down.( Discipline,presenting oneself, financial planning, health, meditation, communication, teamwork, absenteeism,Alcoholism, competitiveness in world markets etc.)

Issues of replacement are now very few and only for genuine reasons.
