There are a lot of infrastructure related issues that need to be carefully examined before making effort to make this idea a reality. One problem that the institute is likely to face is that guest faculty may be reluctant to visit a rural campus. Similarly people from corporate world may not prefer to go to a rural area to deliver guest lectures. These two issues can be overcome if IT infrastructure is very good and there is a good broadband connectivity that may be used to ensure that students get virtual access to best of faculty. Infrastructure is likely to be a problem in rural area. One has to ensure that there is an uninterrupted supply of electricity in the campus. Initially it will be a challenge to persuade companies to visit a campus in rural area. This can be overcome as the institute builds its brand over 5 - 6 years. However, till that time the institute must have people with good connections in business world who may ensure that students get access to the best of openings. In short the idea is full of challenges but in another 2 - 3 decades the business will have to move towards rural areas.

Make an academic year calender.... chalk out the number available number of days for teaching per month ... calculate an estimated cost budget for tuition. add capital, fixed & running costs to it. You might be able get a suitable budget for it. Incase, you want to offer full-time & regular degree/diploma, you should have NOC from state govt./ state university & AICTE. If you plan to start of with a distance mode degree, then no need of AICTE approval... just take accreditation from any university offering such courses & start off with a VISION! Frustration will be there in the initial years but if do it aesthetically, you will be a sure-shot GURU. let me know incase you need help....

It is difficult to answer this question because there are always difficulties. I could not start learning some schools because there was no boxing section there. I think they read the article https://thesportsdaily.com/2019/04/2...-school-sport/ But I would not make such hasty conclusions about boxing and its importance in school.
