HI EVERYONE, I am IN NEED OF ASSISTANCE. I am FACED WITH A PROBLEM WHERE COMPETENCY MANAGEMENT IS NOT FULLY UNDERSTOOD AND OWNERSHIP IS A PROBLEM AT MY ORGANIZATION.
Without going too far into detail... I work in the HR Development Office and my office is in a constant battle with our HR Systems Office, over the ownership of competencies. The Systems group feel that they have final say in which competencies go into their system. But they fail to realize that "Function" drives "System" and that it should not be the other way around. We currently have a set of Leadership Competencies and General Competencies that are not in the Competency Dictionary, because the Systems Office doesn't believe that they are what we need to be measuring and monitoring in "their" system - but rather Technical Competencies.
So in choosing my teams strategy for getting our arms around the issue and possibly senior management involved, we have decided that we need to put in place a policy that speaks to how Training & Development plans to utilize competencies in assigning them to courses and learning events, assessing & documenting individual competency development - through the use of a Learning Management System!
Does anyone have a Policy that I can read and use as a guideline or framework in developing a policy of the like for my organization?
Any assistance at this point will be extremely helpful!
