I work as a Proposal Writer in an MNC and I hold a post graduate degree in Electronics and Communication. Since proposal writing was not the field I would like to have entered into, it happened by chance. Now I want to shift my job in a complete technical domain. I have around 2 years of working exp but not on core IT. Pl suggest me options on trying to find a shift in my job and also let me know if they are any career oriented programs that I need to enroll into.

brush up on the latest technology or domain you are in interested in and try to get into it. undertake course on the field you want to join and try for the job. recession's getting over and you should get a decent job with a fair job. have no restriction on designation / salary (Unless you have commitments). aim to get into the industry first and plan from then on.
