Can anyone who has experience setting up a creche for your organisations guide me in the do's and donts while engaging an external agency.
We are a KPO which has the need for the creche and we are engaging an external party to set it up and run it for us.
Basically I am looking at what all are the stipulations and also a draft agreement if anyone as it with them

What is a Crèchè

Crèchès provide occasional care for children under eight

and are provided on particular premises on more than five

days a year. They need to be registered with OFSTED

where they run for more than 2 hours a day, even where

individual children attend for shorter periods. Some are in

permanent premises and care for children while parents are

engaged in particular activities, eg. shopping or sport.

Others are established on a temporary basis to care for

children while their parents are involved in time-limited

activities, eg. a conference or exhibition.

Crèchès running for less than two hours per day

If childcare is offered to children under 8 years of age for a

period or total periods of not more than 2 hours per day, it

does not have to be registered (ie. if a provision offers

separate sessions which total more than 2 hours per day,

even if different children attend each session, it must be


Crèchès provided for a conference or other

one-off/occasional events

If an organisation holds crèchès on less than 6 days in a year,

they do not have to be registered but, the organisation must

notify OFSTED, prior to each occasion that the crèchè is run

Information must be provided on:

The location of the crèchè

Numbers and ages of the children to be cared for

Numbers of staff

Opening hours of the crèchè

The name and address of the organisation

If the provision you intend to offer does not fit into either of the

above categories then it may need to be registered with

OFSTED. A copy of the national standards and application

forms can be obtained from OFSTED or the Early Years and

Childcare Section of South Gloucestershire Council

Sanitary Provision

Are the toilets near to the crèchè?

Is there provision for changing nappies and disposal of


Will staff have access to disposable aprons and gloves?

Is there hand washing and drying facilities?

Will spare clothing be available for children in case of


Food and Drink

Will the children return to their parent’s/carer’s care at meal

times to provide the staff with a break?

Will there be provision to prepare drinks during the


Will there be appropriate storage for babies' bottles?

How will staff know if a child has an allergic reaction to

certain foods?

Child Care Provision

Who will be responsible for ensuring that there are enough

activities to meet the needs of the children in the crèchè,

taking into account the various stages of development the

children have reached?

Who will be responsible to ensure that books and toys

provided reflect the multi-racial, multi-cultural and

multi-lingual society in which we live?

Who will be responsible for arranging the room/s to meet

the children's needs e.g. a quiet area, an area where

babies can crawl safely, a space for physical play etc?

Will there be provision if a baby or child needs to lie down?

Will the children be able to go outside to play?

Is the area enclosed and safe?

Can it be supervised effectively?

Will a first aid box be available?

Will a staff member be a qualified paediatric first aider?

Will staff know how to contact the authorities if they have

concerns about the child (eg. Child Protection)?

Will staff be given guidance on managing behaviour?

How will staff ensure children are collected by the right


Suitable Premises

Below are some issues you may like to consider if you are

arranging a crèche not requiring registration.

Are they safe for children (no low glass, guards on fires


Can the premises be easily evacuated in a fire?

Is there space for the children to play and rest?

Guidelines for the Children Act 1989 suggest a minimum

of -

40 sq ft (3.7 sq mtrs)

for each child 0 - 2 years

30 sq ft (2.8 sq mtrs)

for each child 2 - 3 years

25 sq ft (2.3 sq mtrs)

for each child 3 - 5 years


How do you assess the suitability of crèche workers?

Should they hold a childcare qualification?

The registration standard is that the person in charge

holds an NVQ 3 or equivalent qualification in Early Years

and Childcare and that at least half the staff are formerly


The ratio of staff to children?

The registration standard is:

1:3 for children - under 2 years

1:4 for children - aged 2 years

1:8 for children - aged 3 - 7 years

Will you need extra staff to escort children to the toilets?

Will you need extra staff because the children will be in an

unfamiliar environment?

Will someone with first aid training be available?

Will there be a minimum of two staff available?

Will staff have had a Criminal Records Bureau (CRB)

check to ensure they are not disqualified from working with


Will staff be given guidance on risk assessment and

approaches linked to avoiding allegations of inappropriate



Will a register of children attending the crèchè be kept?

How will the staff know if any child has special needs?

How will staff be able to contact the parents if a child

becomes distressed?

How will staff know where the children's homes are?

Who will be responsible for obtaining insurance?
