This is a state act and therefore provisions may differ from state to state. Please go through your State LWF Act and Rules to know the waiting period with the State Labour Welfare Board and then apply to the board for the unpaid amount sent by the management. You can also contact your local labour office.

Dear Mr. Ramachandran,
The Tamil Nadu Labour Welfare Board has a duty under the Tamil Nadu Labour Welfare Fund Act to publish a notice in the establishment from which the amount was received and also make a publication in the Government Gazette. The concerned individual has to apply to the Board within a specified time, and the Board will transfer the amount to the Payment of Wages Authority having jurisdiction. The Authority will decide whether the deposited amount should be returned to the concerned individual or not.
