This is to be decided by your Management. This depends on various criteria, viz....,
1) The rating of the selected candidate for the required skill set.
2) The need of that employee in the Organization.
3) The type of Organization & its affordability.
4) The Experience level of the candidate. etc..........
These are some of considerable particulars. But there are various such grounds on which this has to be defined.

One eg. i am giving you of one of my employee who resigned here and has to join other company we are paying him 12000, and the other company has offred him for 27000 means hike rate is more than 100% i asked him personnaly how you have negotiated about your salary he answared me that my expectation is around 25000 but yet the company payes him more then his expectation, One questionthe company asked him that why you have for 25000 he replied that as per my experience my friends are geting this.
It means that this might depends on affordabelity of the company as well requirement of the company.
