In order to become a Govt Labour Officer you have to appear for an exam for GLO which is a direct exam or also comes under the MPSC. The same is always advertised in the Offical Gazatte or State Govt Employment Newsletter. Since the past few (4 to 5) years no exam has been conducted as yet. And the last time it was done almost 90% seats were for Reserved category. I hope you fall under the same Om.
You can also register yourself as a Labour Welfare Officer for Private sector industries which is different from GLO which more of a Labour Inspector role. Here you would be on the other side of the fence working in an Industrial set up. Registration can be done at Mumbai, Factory Inspectorate Office.
