dear i want to suggest u that u should to stop all payments of contractor immediately, if there is any balance.
There are certain provisions and systems in hr management by applying them u can definitely prevent the such problems.
U are fully responsible all statutory compliances towards labour laws including epf and esi.
whille choosing a contractor always check his credentials carefully, and take the services of professional consultants in the field of hr and corporate management while appointing contractors or employees.

Under contract labour act if contractor fails to comply the labour law then the principle employer is equally responsible for the voilance of law. so please stop the all payment of contractor and ensure they should not stop the salary of employees.
ask them for ESI returns, PF returns, documents under bonus act, along with labour welfare fund return because many contractor didnot follows these properly and takes these very light.
please also check have any employee completed the 4 years, 8 months and 22 days working for your organization under the third payroll, if yes he will be eligible for gratuity act as well.
regards
Sumit
