Hi All,
I am of the opinion that there is nothing like HR based and Accounts based decisions. Decisions have to be taken based on practical situations and not department based. For Example, the finance department cannot tell that Leaves cannot be encashed nor can the HR bring a rule that leave's should not lapse. Policy decisions have to be taken objectively based on what is good for all.
Tasks that can be done exclusively by HR has to be done by the HR without anyone's interference. However, more often than not, Staff Welfare issues will have financial implications and hence it is always better to take these decisions after a fair discussion with the Accounts/Finance Departments.

HR need not to report the finance dept. because the job responsiblity of both the dept. is different. sumit

HR is bringing about a cultural change-cahnge in the mind set of people- from an individaul to a productive professional, changing them to become an asset, aligning the change with the changing world.

Hi,
HR and Finance Department should have co-ordination to run a smooth business operation. HR Staffs should report to HR Manager. HR Manager can discuss or get advice any matter related to Finance. But reporting to Finance is not acceptable or does not have any logic sense. HR Handles people and Finance handles money. Finance is nothing to control with HR or People, they should control only money cost. HR Manager should report to his immediate head (GM or Regional HR).
